Parliament’s pneumatic tube system

Good afternoon Harry,
I refer to your email of 16 September 2025, in which you requested
information in the following terms from the Department of Parliamentary
Services (the department):
I request documents relating to the pneumatic tube system that was or is
functioning in Parliament House.
Specifically I request:
- any instruction manuals for how to use the system
- any documents describing the system and its use
- any reports on the proposed replacement or decommissioning of the system
The department is not subject to the Freedom of Information Act 1982.
However, the department recognises the importance of transparency and
public accountability and supports the principle that administrative
documents should be open to scrutiny. For this reason, the department will
provide such documents when requested by a member of the public, subject
to any claim of appropriate immunity or exemptions that would ordinarily
apply under the FOI Act or as otherwise set out in the department's
Information Requests Policy (the Policy).
Decision
The decision maker has considered your request under the Policy and has
decided to withhold all requested documents. The decision maker is
satisfied that the requested documents fall within the exemptions at
clauses 21(a)(iii) and 21(a)(ix) of the Policy, which respectively relate
to:
· documents affecting enforcement of law and protection of public
safety, including the safety of visitors to and occupants of Parliament
House, and
· documents disclosing trade secrets or commercially valuable
information.
Persons who are denied access to documents in whole or in part may apply
for internal review of the decision. An application for internal review of
a decision must be made in writing within 30 calendar days of being
notified of the original decision. The internal review will be carried out
by an officer who was not involved in the original decision.
The decision maker for this request was Kate Cook, Assistant Secretary,
People, Performance & Strategy Branch, Corporate Services Division.
