.PSD files created between January 1st 2018 and January 1st 2019
Dear Australian Federal Police,
I wish to file a request under the freedom of information act for any and or all materials outlined below.
- Files created by members of the AFP and stored within its systems that have the extension ".psd" from a time period of January 1st 2018 until January 1st 2019.
I would request that files be released in their entirety and give permission for publicly indentifiable information (that is not already publically known) of officers or employees to be redacted. If you do not wish for the entire .psd file to be released, I would accept a .JPG or .PNG export of the file itself.

Good afternoon Sean,
Please note, we have recently updated our Freedom of Information webform
which is our preferred method for FOI request submissions. It would be
greatly appreciated when submitting requests in the future if you could
please lodge them through the FOI [1]webform.
I refer to your request dated 02 January 2026, seeking access to documents
under the Freedom of Information Act 1982 (the Act) as follows:

More information required in relation to request:
As it stands your request is not clear enough for the AFP to process. The
AFP is a large national organisation with many business areas. To run
comprehensive searches, we would be required to reach out to each business
area and ascertain whether they use photoshop and request them to perform
their own searches. If so, this would be an unreasonable diversion of
AFP's resources away from our other FOI requests/business areas and other
operations. To assist us in understanding the details of your request and
establishing narrower search parameters as to which specific documents are
being requested, I would appreciate if you could please advise the
following information:
• business area who holds the requested documents, and/or
• subject matter of the requested documents.
To assist us in processing you request, I would appreciate if you could
please provide the above by Thursday, 8 January 2026.
Please note, that if we do not hear from you by this date, we may consult
with you formally under section 24AB.
Timeframe – Seeking your agreement to an extension of time
Upon consideration of your request, the AFP is of the view that your
request will take longer than 30 days to process. The delay is
regrettable, however, due to an excessive number of requests that have
come through our office it will not be possible to advise you of a
decision by 02 February 2026.
Accordingly, pursuant to section 15AA of the Act, I seek your agreement to
extend the period by 30 days to notify you of a decision by 03 March 2026.
I would be grateful if you would advise this office in writing of your
agreement to the proposed extension of time by close of business 8 January
2026.

• All identifying information of AFP members and Commonwealth employees
below SES level (names, ID numbers, signatures, images) (AFP members
and Commonwealth employees);

• Job titles of AFP members and Commonwealth employees below SES;
• Draft documents;
• Personal information of any individual other than you from the
documents you are seeking;
• Information provided by third parties to the AFP from the documents
you are seeking;
• All information about any third parties from the documents you are
seeking;
• Duplicate documents; and
• Documents you have already provided to us, or that we have already
sent to you.

The AFP may be required to consult with third parties in accordance with
sections 26A, 27 and 27A of the Act. Please advise us if you consent to
being identified as a third party where consultation with a third party is
necessary. If we do not receive your consent, we will not disclose your
identity to third parties.
Information Publication Scheme
Please be advised that effective 1 May 2011 and in accordance with section
8(2) of the Act, an agency is required to publish information on the AFP
website following the notification of a decision in respect of a freedom

The requirement to publish information released under FOI reinforces the
objectives of the FOI Act to promote a pro-disclosure culture across
government, and to increase recognition that information held by
government is a national resource. Exceptions to the requirement to
publish information would apply to personal information and information
concerning the business affairs of a person if it was considered
‘unreasonable’ to do so.
If however, after noting the above, you wish to raise any concerns about
the publication of information concerning your request prior to the
notification of a decision, please advise the AFP in writing before 02
February 2026.

Dear FOI,
Thank you for your response. I understand now that the request itself is quite onerus. In regards to narrowing the search itself I'm not certain of how I would go about that however I believe you are required to assist me in crafting a valid search request. In that respect, my intention with this request is to do nothing more than obtain any form of photoshop .psd file for the purpose of archival, curiosity and general education about the internal stylings and use cases within the AFP.
I realise that simply casting a large net like I initially did is not useful in this regard and will take better care in the future.
Whilst idealy I'd like a .psd file used internally, creating a request would be harder. Would you be able to wither suggest a specific team, unit, etc for this request or provide the details for the team who manages social media accounts for the AFP as they would certainly have the files.
