Further to our email of 7 April 2022 (below), we are writing to seek
clarification of your request, your agreement to split your request into
separate requests, and an extension of time.

 

Clarification of scope

We are writing to clarify the documents you have requested access to.
‘Rebaselining’ is a term used to refer to the ‘reasonable and necessary
reset program’.  This interpretation is based on the mention of
Rebaselining in Hansard for the Joint Committee Of Public Accounts And
Audit, Tuesday 22 March 2022. Mr Scott McNaughton, General Manager,
National Delivery, National Disability Insurance Agency, states that
Rebaselining training is called the ‘reasonable and necessary reset
program’.

 

As such, we are writing to seek your agreement to split your request into
two separate matters, noting that rebaselining and the reset program are
the same thing:

 

1.    Copies of any emails, correspondence, documents, reports, file notes
or other written or electronic information relating to

 

- the scope of the CCI Connect training program

 

 

2.    Copies of any emails, correspondence, documents, reports, file notes
or other written or electronic information relating to

 

      - the term 'reasonable and necessary reset program'

- the cited reasons for rebaselining, including changes to project goals,
changes in funding source, inaccurate original baselines and cuts to the
overall budget;

- if multiple rebaselined projects, how many times the 'reasonable and
necessary reset program' has been rebaselined and on what dates

- any policies or procedures which describe a process for developing a new
baseline

- any guidance specifying what elements these policies are to include

- what safeguards are in place to ensure effective oversight and
transparency.”

 

 

To help us process this matter, we are seeking your agreement to split
your request into two separate requests. This will allow us to process
each request individually and to properly assess the documents that relate
to each request rather than having one large document set with everything
included.

 

Extension of time

Due to the ongoing impact of COVID-19 on NDIA staff and resourcing and the
complexity of your request, we are seeking your agreement to extend the
processing time by an additional 30 days under section 15AA of the FOI
Act. If you agree to this extension, you can expect to receive a decision
from us on or before 23 May 2022.

 

If you do not agree to the proposed extension of time, or you do not
provide a response to our request, we may need to seek an extension of
time with the Information Commissioner under section 15AB of the FOI Act.
Therefore, we ask that you please provide a response by 15 April 2022.

 

Next Steps

Would you please advise if you agree to splitting your request as we have
mentioned above, and to the extension of time, by COB 15 April 2022.
